The question I have had is: "Are these assignments mandatory?" Technically, no. However, the learning here is, in the bigger picture, required for you to be a functional adult who is aware of his/her own history. Make of that what you will.
Read to the end, please:

Suppose I asked you to list the things that you needed to stay alive? Or, suppose I asked you to list what you feel your freedoms are? Or, maybe I asked you to make a list of your favorite activities?

Now, suppose I then took your list and said, "well, you put food 4th after breathing, homeostasis and water....so....since you put it in fourth place on your list, it's not really all that important."

Would that make sense? No? 

Good. Now you understand the Ninth Amendment!

Let's say some government bureaucrat (but I repeat myself) said that he was going to write a law that mandated that everyone in town go kneel before a statue of him or her every day. Constitutional Issues that Make a Proper Understanding of 10A Difficult:





GENERAL WELFARE:

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

Section. 8.
